Most dropshipping how-to guides open with product research. The thing that actually blocks you is paperwork: no real supplier opens a wholesale account without a resale certificate, and you cannot issue a resale certificate until your state hands you a sales tax permit number. So the working order is: entity, then EIN, then state sales tax permit, then supplier accounts, then listings. Everything below is that sequence, with figures I checked against primary sources in August 2026 and the exact phone numbers to call when a step stalls.
Before you start
Three documents gate everything else, and two of them are free.
- EIN. Apply directly at irs.gov. The IRS page is blunt about it: beware of websites that charge for an EIN, you never have to pay a fee for an EIN. If approved, the number is issued immediately online. As of 2026 the online tool runs Mon-Fri 6:00 a.m. to 1:00 a.m. next day Eastern, Sat 6:00 a.m. to 9:00 p.m., Sun 6:00 p.m. to midnight, and you can get only one EIN per responsible party per day.
- State sales tax permit. The application fee is rarely the number that hurts. California charges no fee for a seller’s permit, but CDTFA may require a security deposit, and the amount is determined at the time you apply. Texas also charges no fee, but you may be required to post a security bond. Those are the two I confirmed; your state sets its own rules, so read the department’s own fee page rather than a blog’s summary table.
- Nexus math. The common economic nexus trigger is 100,000 dollars of sales into a state. The transaction-count half of the old rule is disappearing: Avalara’s state-by-state tracker, updated 3 August 2026, counts 17 states that have eliminated the 200-transaction threshold, Illinois on 1 January 2026 and Kentucky on 1 August 2026 among them. Marketplace facilitator laws mean Amazon or eBay collects on your marketplace sales; your own storefront is your problem.
Price the platform side before you price a single product, off the official fee pages rather than memory. Shopify’s US pricing as of 2026: Basic 25 dollars a month billed monthly or 19 billed annually, Grow 65 or 49, Advanced 399 or 299, with a surcharge for third-party payment providers of 2 percent on Basic, 1 percent on Grow and 0.6 percent on Advanced. Amazon’s US store as of 2026: Professional plan 39.99 dollars a month, Individual plan 0.99 dollars per item sold, referral fees varying by category with 15 percent covering Home and Kitchen and the Everything Else bucket, Consumer Electronics at 8 percent, and a minimum referral fee of 0.30 dollars in most categories. On a 30 dollar kitchen gadget, that 15 percent is 4.50 dollars off the top, before shipping and before the supplier invoice. The exceptions are where margin sheets break: Fine Art is tiered at 20/15/10/5 percent with a 1.00 dollar minimum, and media, video games and gift cards carry no listed minimum. Pull your own category off the fee schedule before you commit to a price.
On the day you file
Have this in front of you before you open the first form: the responsible party’s SSN or ITIN, formation documents if you registered an entity, a business bank account, your projected monthly sales, and the names and addresses of the suppliers you intend to buy from. State applications ask for supplier detail more often than people expect.
File the EIN first and finish it in one sitting; the session expires and you cannot resume a partial application. Then start the state registration the same day. When the sales-projection question comes up, answer it honestly and conservatively, because in California that number feeds the security-deposit decision. Inflating it to look serious can cost you real cash held on deposit.
Before you close the laptop, email every supplier on your shortlist and ask for their resale or exemption form. Their forms take longer to clear their accounting department than your permit takes to issue, and you can fill in the permit number the moment it lands.
While you wait
Here is the thing you only learn by doing it: your permit number usually shows up well before the printed certificate arrives in the mail, and every supplier resale form I have filled in wanted the number, not a scan of the document. People lose two or three weeks waiting for an envelope they did not need.
Spend the wait vetting suppliers with your own money. Place three test orders to your own address, one on a Friday afternoon on purpose. Record four things: hours from payment to tracking number, hours from tracking number to first carrier scan, what paperwork is in the box, and what the outer packaging says. Friday afternoon exposes the cut-off time nobody publishes — an order placed after a supplier’s cut-off does not ship late, it ships the next business day, so a Friday 4 p.m. order can sit until Monday and blow a two-day promise you already advertised.
Then call, do not email. Ask for a named account rep and get these answers in writing:

What changes once it goes through
Once the resale certificate is on file, most suppliers stop charging you sales tax on wholesale orders, which changes your landed cost on every SKU — reprice before you celebrate. You also pick up filing obligations that do not pause for slow months; a zero-sales period still needs a return filed on time in most states.
The rule that surprises people is the drop shipment rule. Under California’s Regulation 1706 and Publication 121, when the true retailer is not registered in California, the drop shipper becomes liable for the sales tax, and that drop shipper may calculate the taxable amount as what it charged you plus a 10 percent markup — 220 dollars on a 200 dollar wholesale invoice. The markup calculation does not apply to vehicles, vessels or aircraft. In practice that tax gets passed to you as a line item, so staying unregistered is not free. Other states run their own versions, which is why the phone call above is worth fifteen minutes.
The mistakes that cost you weeks
Do not pay a third-party service for an EIN. It is free and instant from the IRS, and the paid version is not faster — you are paying someone to retype a form you already have open, and handing them the responsible party’s SSN to do it.
Never quote a platform fee from memory. Amazon’s minimum referral fee is 0.30 dollars in most categories but 1.00 dollar in Fine Art, and category percentages range widely. Open the fee schedule for your exact category and store region every time you build a margin sheet.
Returns are where thin margins quietly disappear, and most new sellers budget for the refund but not the logistics. The National Retail Federation’s 2025 returns research puts online returns at 19.3 percent of online sales for 2025, with total industry returns projected at 849.9 billion dollars and 9 percent of all returns judged fraudulent. The operational trap is the window mismatch: if your marketplace gives buyers 30 days and your supplier’s RMA window is 14, every return that lands in those last 16 days is a unit you own outright. Ask for the RMA window in days before you list, and set your own return policy inside it.
A tracking number is not a shipment. Upload it the moment the supplier generates the label and the parcel is still sitting on a pallet unscanned, and marketplaces can flag the order as a late or invalid shipment. Wait for the first carrier scan, even if it costs you a day of looking slow.
Split shipments catch people in the first week. One order sourced from two supplier warehouses arrives as two parcels on different days, and the customer opens a missing-item claim on day one, before the second box is out for delivery. Tell the buyer at checkout, or ship from one warehouse only.
None of this is tax or legal advice, and the numbers move.
